2 Cruise ships in port at the time of the Barcelona terror attack

No doubt all readers have seen the horrendous scenes on mainstream media, whereby at least 13 people were killed and a further 100+ injured, following an act of terror caused by a van which targeted pedestrians at speed in the the popular tourist area Las Ramblas, close to Barcelona port.

There were actually 2 cruise ships berthed at the port of Barcelona during the time of the terror attack, which were P&O Britannia and TUI Discovery 2. According to reports coming from a passenger on board P&O Britannia, the Captain announced that he would sail close to the Spanish coastline to enable passengers to phone let their families know of their safe. Moreover, has informed head office at Carnival UK in Southampton that all passengers and crew were back on board safe and sound.

At this juncture, there is no news about the passengers and crew on board the TUI Discovery 2 operated by Thomson Cruises.

While Spain has been on terror alert since 2015, the country has not witnessed any terrorist attacks since the coordinated explosion of bombs on the commuter train in Madrid on 11th March 2004, which resulted in 192 dead and more than 2,000 wounded. In the past year, there have been 8 attacks around Europe, which is alarming.

Our hearts and minds go out to all the victims and their families in Barcelona.

Cruise ship to rescue stranded yachtsman

Orion cruise liner
Orion Expedition Cruise Ship
AN Antarctic cruise ship is on its way to rescue a solo round-the-world yachtsman stranded on a life raft in remote waters southwest of Tasmania.

The Frenchman, reported to be 63-year-old Alain Delord who set off at the beginning of October, abandoned his yacht on Friday after it lost its mast and its hull was damaged in rough weather.

He is still battling rough conditions in a life raft as he awaits the arrival of the Orion cruise ship, expected on Sunday afternoon or evening.

The location, about 500 nautical miles southwest of Hobart, is too distant for a helicopter rescue with the Australian Maritime Safety Authority (AMSA) using three aircraft to maintain contact with the sailor until a vessel can reach him.

A language barrier has proven to be an issue in getting information from the Frenchman, although AMSA's Dornier aircraft again made contact with him on Saturday and he did not report any injuries.

What happens when a passenger falls off a cruise ship?

The only thing harder than falling off a cruise ship is surviving the fall. But it does happen.

It happened in January when a 22-year-old passenger on Royal Caribbean’s Oasis of the Seas went overboard off the coast of Mexico. After passengers and crew on a passing ship, the Disney Cruise Lines Magic, heard his cries for help, a lifeboat was deployed and the man was miraculously saved.

According to CruiseJunkie.com, which tracks incidents at sea, there were 22 man-overboard (“MOB,” in cruise line parlance) incidents last year. And when you consider that 22.1 million people took a cruise vacation last year, that number is literally one in a million.

There have been only 245 MOBs in the last decade — a significantly lower rate than in the private vessel industry, where a combination of fishing and alcohol is usually at the heart of accidents.

Michael McGarry, senior vice president of public affairs for the Cruise Line Industry Association, says man-overboard incidents are rare on cruises that are operated by the major lines.

“People don’t just fall off a cruise ship,” he says. “In every case where the cause was established following a careful investigation by the authorities, it was found to be the result of an intentional or reckless act.”

Miami-based maritime attorney Jim Walker, an industry watchdog, says man-overboard incidents are not simple cases of “falling” or getting swept off a deck by the wind.

“In my assessment,” he said, “alcohol is involved in about 40 percent of the cases. Ten percent are suicides. The remaining 50 percent are mysteries with a high percentage of these cases involving foul play. The most likely scenario we have seen are men throwing women overboard.”

Cruise lines design their ships with a number of features to prevent these occurrences.

“Uniform minimum railing heights and balcony heights, structural barriers along with many other safety measures prevent passengers who are acting responsibly from falling off a cruise ship,” McGarry said.

In 2010 the United States Coast Guard put into place the Cruise Vessel Safety and Security Act, which regulates railing heights and the training of crew members who respond to these situations.

The response includes a variety of actions, according to Erik Elvejord, a spokesman for Holland America Line:

• The bridge, where the captain is located, is notified.

• Sailors are deployed to the nearest deck to assess the situation, and a lifeboat is readied.

• In order to perform a rescue, the ship needs to be slowed down and often turned around.

• Local authorities are notified.

Searching for someone who has fallen from a ship isn’t easy, and speed is essential.

"We have a fast rescue boat that can move quickly," Elvejord said, "but everything would depend on slowing down and distance to someone noticed."

But Walker says ships can do more to prevent these incidents, including the installation of motion sensors and thermal detection systems that would set off alarms when someone goes overboard.

In addition, the Coast Guard is considering new rules for investigating crimes on cruise ships under which ships would face new security protocols, including installing systems to detect when passengers fall off ships.

Finally Costa will be able to put the Concordia effect behind them, as the vessel limps into the scrap yard and the company sustains its 65 years of history

With 65+ years of successful operations and a single major tragedy, Costa can now finally move forward and bring closure to the Concordia effect, which has dominated the cruise and mass media in recent times.

At last the unpleasant sight of pleasure boats for profit touring the area of the Concordia wreckage will stop in Giglio. The Costa Concordia will soon finally reach its spiritual home and resting place in Genoa, but will meet an ungracious end by being sold for scrap. Although many parts will be recycled even for future Cruise Ships and the copper reused among other parts.

Just a couple of weeks ago Technicians were spraying bottles of Prosecco over each other in seemingly inappropriate scenes, with respect to the successful salvage in Giglio. Some 14 vessels shadowed the Concordia in a huge naval armada that sounded sirens, as a red tug boat sprayed 2 enormous jets of water over the mega ship.

When all is said and done in the grand scheme of things, the Concordia saga cannot be viewed as an event to celebrate in any way and it's too soon for the families of those that passed away and the survivors to face underwater scenes of the wreckage on mass TV, how insensitive the media is!

‎‎It's time for deep healing without constant Media reminders for the affected families of passengers and Crew and for the employees of Costa to move on with the next generation of operations.

At Off Radar we wish all affected families and loved ones the space to heal and the Corporate staff of Costa along with the entire compliment of Crew fleet-wide the chance to bring closure to this accident, as it's time to learn and move on‎.

We close by saying that the Concordia experience should be a lesson that the whole Industry can learn from. May no Cruise Line be so arrogant to think it could never happen to them. ‎May we all learn and pro-actively avoid anything like this ever occurring again in the Industry.

Petition to dedicate a Plaza to the courageous Costa Concordia victim Giuseppe Girolamo

A member of the Costa Concordia Facebook group, namely Luca Mapex has come up with a great idea to dedicate a square (Plaza) or a street to the courageous victim Giuseppe Girolamo, who gave up his place on a lifeboat for a child.

The idea is to dedicate a square or plaza in Giuseppe's home town for residents to share their admiration for the humanity and strength that he showed in his darkest hour.

Tp make this happen a petition has been organized.

We encourage all Off Radar Cruise News readers to sign the petition using the below link:

The Costa Concordia is back in the new with an update conference

The Costa Concordia was in the news again this past week, due to a Press Conference held in Rome, by Costa and the Protezione Civile (Civil Protection) to issue an update on the ongoing salvage operations.

The speakers of the conference featured the following people:
  • Andrea Orlando, Minister of environment (Italy)
  • Franco Gabrielli, Government (Italy) deputy commissioner for the Concordia emergency
  • Michael Thamm, chief executive officer, Costa Crociere
  • Franco Porcellacchia, removal project manager for Costa Cruises.
Eventual removal of the Costa Concordia wreck will commence in June 2014, with ports in the UK, France, China and Turkey all bidding for the workt to dismantle the vessel.

Winterization (operations to stabilize) measures in Giglio are presently in force. This involves:
  • Positioning of 28 tubular steel braces connecting sponsons on the wreck to underwater platforms on the offshore side.
  • Positioning of grout bags on the inshore side.
  • Installation of an additional holdback system for the bow.
Here is a summary of ongoing operations:
  • Crane installed on highest deck to maneuver materials needed for operations.
  • The Concordia wreck is monitored by sensors transmitting data 24/7 to check for any movement in real time.
  • The last minor actions were recorded in the 15 days following parbuckling (indicating the wreck was settling in its current position on the false seabed).
  • The Concordia wreck is also monitored 24/7 for security reasons by a video surveillance system with 41 cameras checking critical areas.

Cruise Ship Passengers stranded by ice in the Antarctic at Christmas!

74 Adventure Cruise Ship Crew and Passengers became somewhat stuck in ice on Christmas day, desperately awaiting rescue.

The Russian constructed ship is located around 1,500 nautical miles south of Hobart, which is actually close to a French base on the edge of the Antarctica Polar region.

A distress signal was sent early on Christmas Day morning however at best a minimum of 2-3 days wait is required for an Ice Breaker Ship to reach the stranded ship, which is situated in a rather remote place.

At present all Crew and Passengers are safe and the Ship is not damaged in any way, however the weather in the area is unpredictable and naturally the Ship's organizers along with all family members of the Crew and Passengers are concerned.

Did an Abandoned 'Ghost Ship' Disappear?

After months of drifting across the North Atlantic, a luckless, abandoned cruise ship spotted drifting off the coast of Ireland may have finally sunk beneath the waves.

The Lyubov Orlova, a 328-foot-long (100 meters) vessel named after a Russian screen siren from the 1930s, was built in 1976 and chartered for expeditions to polar waters.

But after the ship was abandoned in 2010 in Newfoundland, Canada, the Lyubov Orlova was sold for scrap to an outfit in the Dominican Republic, Phys.org reports. [Disasters at Sea: 6 Deadliest Shipwrecks]

Cruise Ship Swimming Pool tragedy; what can we learn from this?

6-year-old Quentyn Hunter from Winter Garden drowned in a Swimming Pool while aboard the Carnival Victory. The Ship was nearing Port Miami and was close to the end of its 4-day cruise.

When the DJ noticed the boy immobile under the water, he stopped the music and called out in a panic. Passengers immediately pulled the boy out and performed CPR, but he was shortly pronounced dead at the scene. Though he was with his 10-year-old brother at the time, foul play is not suspected, according to Miami Police.

"Carnival extends its heartfelt sympathy to the family during this very difficult time. The company's CareTeam is providing assistance and support," Carnival said in its statement.

Some Swimming Pools on Cruise Ships while relatively small in circumference can be deceivingly deep. Moreover, that Lifeguards do not feature on board most Cruise Ships and considering the number of Guests on board, it may be a consideration for the future so that tragedies like these will not be repeated.

The Captain of Costa Concordia Speaks out in Court

He is named as some to be one of the most hated people in Italy, but Francesco Schettino has the legal right to be heard in court.

The ill fated Captain is facing serious charges of causing the death of 32 people, in addition to a shipwreck and abandoning the ship before its 4,200 passengers and crew.

When the Italian Captain appeared in the Grosseto court recently, although he apologized to the victims, he also assertively mentioned that he is not the only one responsible for the tragic event which caused the death of 32 people in January 2012. Now, the Italian Court has to decide whether he is guilty or not.

The Captain admitted  that he made mistakes, but also went onto blame the Indonesian Helmsman for not following his orders correctly.  More specifically, he mentioned that Jacob Rusli Bin steered the ship in the wrong direction and caused a fatal delay by changing the ship’s course.

According to the Associated Press, the Captain caturing huge media attention and his legal team hopes that the Italian Court will agree to a further investigation and examination of the destroyed ship after which time it can be determined whether any technical problems contributed to the disaster.

Reports following the wreck indicate its feasible that some safety mechanism on board failed to function, making the whole situation more difficult to be evaluated and handled.

The case continues...

Costa Concordia Survivors' Friends Facebook Page

Facebook has for some time been home to the Costa Concordia Survivors' Friends Page that was put together as an open group for anyone to participate in telling their story, giving sympathy or to express their feelings towards family or friends who fell victim to this tragedy.

It is a warm sentiment and positive gesture in enabling people to share grief and express their thoughts. Though it is naturally sad, there seems to be something very comforting in sharing thoughts and experiences with kind words.

Today, there are currently, 2450 members (as of 9 October 2013) and the numbers are still growing. Some of the sentiments are loving touches of what people would like to do; for example, Rossano Bonacchi, would like to arrange for a street to be dedicated for his friend, Guiseppe. Those who would like to sign the petition to help make this possible, go to: www.petizionepubblica.it

As of May 27, 2012, Kevin RobelloRussel is still waiting to hear news of his brother, the only person unaccounted for. People in the group are giving Kevin confidence to keep strong and that news will come.

There are many sections to this group such as photos, videos, news and information that is shared among those who are keeping in touch with all developing news stories. People from all over the world are signing up; you will find languages spoken such as; Italian, Spanish, English and more who are giving the group support. Facebook does have translation ability, though it is not perfect, at least you can get the jest of what is being written and explained.

Costa Concordia Salvage

Two years after the Costa Concordia flipped over the coast of Tuscany, engineers would attempt today to salvage the disastrous cruise ship, which lays half-sunk and crushed over the reef. The accident caused the death of 32 people out of  the 4.200 passengers on board while many others suffered severe injuries.

Now the goal is to pull out the ship without causing any damage to the environmentally protected waters of Giglio Island.

What is considered to be the challenge and the difficult part of the engineers is towing it away in one piece, as a 115.000 ton vessel in its spot may damage the area. This historic process is going to be divided in two steps: parbucking and re-floating. The steps are said to be really difficult and risky, as the attempt has never been tested out in such a large vessel.

According to the Italian Government, this process is expected to take from at least 8 hours to 2 days! However, the process, scheduled to start earlier today, has been delayed due to weather difficulties.

75 year old man fell overboard a Cruise ship off eastern Korea

A man overboard event occurred off South Korea's east coast this weekend.

The passenger in question was an elderly South Korean male aged 75-year-old, identified by his family name Jeong, it is understood that the man fell overboard around 3 kilometers northwest of Jumunjin port (east coast).

The Coast Guard sent ships and a helicopter to the area where the man fell overboard and an investigation is currently ongoing with respect to the cause of the incident.

The Risabu Cruise (753 tons) ship was en-route to Gyeongpodae, a beach close to the port of  Jumunjin, when the accident occurred.

The man is still missing and naturally as times passes his chances of survival are remote.

17 dead in Ferry in collision off the Phillipines

Off Radar is sad to report that a "roll-on, roll-off" Ferry carrying approximately 700 passengers crashed into a ship somewhere off the Philippines. At this juncture we know 17 people have died with over 500 people safely rescued.

The ferry named "MV St. Thomas of Aquinas" (a former Superferry 2) was built in 1973 and collided with a cargo ship in the vicinity of Cebu on Friday 16th of August.

The Coast Guard reported that the Ferry began listing as the Captain ordered abandon ship. Two Coast Guard vessels provided assistance and other Ferries appeared on the scene to help with the rescue. The Ferry sank within 30 minutes of the collision.

According to reports from survivors, hundreds of passengers literally jumped into the ocean as the Ferry began taking on water. Many of the passengers were asleep and others struggled to find their way in the dark. The crew distributed life jackets, however dead bodies were seen at the side of the ship and by all accounts the accident was extremely traumatic for those involved.

Our thoughts go out to the families of the deceased.

Finally a Greek court makes a verdict and convicts 9 over sinking of of the Sea Diamond

Much of the attention in recent times was directed at the Costa Concordia tragedy, however in April 2007 the Sea Diamond (operated by Louis Hellenic Cruises) hit some rocks just off the cliffs of Santorini and sank after a few hours.

The ship carried around 1,600 passengers/crew and successfully evacuated and accounted for all the people onboard except 2 French Guests, who were never actually found and later presumed drowned, although no-one knows exactly what happened to them.

This past week a Greek court in Piraeus convicted 9 officers onboard and certain Shipping Company officials for negligence with respect to the sinking off Santorini over 6 years ago.

The Piraeus court imposed suspended sentences ranging from 6 months to just over 12 years, and acquitted another 4 defendants.

The court imposed the strictest sentence, 12 years and 2 months, on the ship’s Captain for causing an accident, negligence that led to manslaughter, and marine pollution. The Lawyer who represented Santorini local authorities, claimed that the accident could have led to 100's of deaths even though all 1600 passengers (except 2) were safely evacuated by means of executing emergency procedures.

No doubt the International Press will possibly start to make connections between this accident and the Costa Concordia, then go onto highlight the dangers of Cruising. However, if anyone fears for their safety taking a vacation onboard a Cruise Ship, they should certainly stay clear of trains, buses, cars and of course their own cars (greatest risk), as the accident level and danger is substantially greater!

5 Crew Members of Costa Concordia Sentenced

Last Saturday, 4 crew members and a company official of Costa Concordia were sentenced to jail as a result of their responsibility for the cruise ship tragic incident back in 2012.

Now, the only thing pending to officially close the case is Captain Francesco Schettino's trial, facing charges of ship abandonment.

The 5 crew members received short punishments for multiple manslaughter, negligence and shipwreck as they were sentenced for a period up to 34 months.

Of course, in legal terms, this means that none of the 5 are likely to be jailed as the sentences got suspended and some may be appealed or replaced with community service.

Hearings are scheduled to resume in September.

Trial for Costa Concordia Shipwreck Postponed

The trial of the captain of the shipwrecked Costa Concordia cruise liner began Tuesday in a theater turned into a courtroom in Tuscany to accommodate all the survivors and relatives of the 32 victims who want to see justice.

However Judge Giovanni Puliatti postponed the hearing to July 17th because of a strike by lawyers over a long-running dispute with the Justice Ministry over proposed reforms.

The sole defendant, Francesco Schettino, faces charges of multiple manslaughter, ship abandoning and causing the shipwreck.

Schettino's lawyer, Domenico Pepe, said that some 1,000 witnesses will be called to testify.

Schettino has denied wrongdoing.

Prosecutors contend that on the night of January 13th, 2012, Schettino steered the ship too close to the island's coastline in a publicity stunt for Costa Crociere and accidentally rammed the jagged reef. The cruise company denies that scenario.

A recording of a phone conversation between Schettino and an exasperated Italian coast guard official who repeatedly ordered the captain in vain to scramble back aboard the ship to direct the evacuation was played again and again in broadcasts around the world.

In interviews, Schettino insisted he is no coward. He claimed he had to leave the capsizing boat before it was impossible to launch any more lifeboats and that in the darkness he didn't see a ladder he could have used to climb back aboard.
